There are no such thing as dumb questions :) In fact, you are correct. Runtime, for the most part, is separate from office, however there are some components that are shared which can occasionally cause conflicts.
I have a few other questions for you.
1. What o/s is your application being installed on?

2. Does your application use the snapshot viewer ocx, the snapshot viewer exe or both?

4. How many versions of msaccess.exe are installed on these machines?

5. Do you know if there are any differences between working vs non-working machines as far as programs/updates installed?
6. Do the working or non-working machines have the latest security update applied for snapshot viewer?
7. You could try using the Windows CleanUp Utility to allow you to do a fresh install of your 2000 application.
Use the Windows Installer CleanUp Utility to remove Office 2000, Office XP, or Office 2003

Sorry I haven't been able to give you a concrete answer as to what's wrong. I have not seen this specific problem before and there are no solutions in our internal database related to 'Error 1309' besides indicating a corrupt install. Px 777 manual.
